The Illinois House today took the next crucial step in passing a new state budget that reduces spending and puts Illinois’ finances on the path to recovery. State Representative Kay Hatcher (R-Yorkville) today strongly supported passage of House Resolution 706 which sets a spending figure for the state’s Fiscal Year 2013 budget at $32.9 billion – less than was spent last year, and less than Governor Pat Quinn’s spending proposal.

“A few weeks ago we agreed on a realistic number for how much money we expect the state to take in next year. Today, we took the next step – deciding how much we can afford to spend, and it’s not good news. Tough decisions will need to be made and there will be cuts. This is hard, but it’s what we must do to begin to fix our budget crisis,” Rep. Hatcher said.

Uninsured motorists in Illinois could soon be legally-bound to pay for any property damage they cause in a collision. State Representative Kay Hatcher (R-Yorkville) Wednesday won Illinois House approval of legislation requiring them to pay full restitution.

“Currently, the victims of accidents caused by irresponsible, uninsured drivers are more often than not forced to pay for the damages to their car or property – either out of pocket or through higher insurance rates. That’s really adding insult to injury,” Hatcher said. “The legislation we passed today will make the uninsured drivers legally responsible to pay in full to repair the damage they cause.” Continue reading »

hatcher’s Highlights-February 27, 2012

The lack of details in Governor Quinn’s budget address Wednesday was very disappointing, State Representative Kay Hatcher said. Hatcher (R-Yorkville) said after the speech, lawmakers still don’t know how the Governor plans to handle his proposed closure and consolidation of state facilities, or his stated goals of curbing Medicaid costs and restoring solvency to our state pension systems.

“I have received word that the Governor plans to ‘consolidate’ human services offices in my district, but today I’m still working to get the details of when offices will be closed and how the administration plans to handle clients and staff,” Hatcher said. “Last year when the Governor announced planned mental health facility and prison closures he had no plan for handling displaced residents and inmates. At this point, it appears little has changed.”

Rep. Hatcher said she was also very disappointed that the Governor offered no specific proposals for curbing our skyrocketing Medicaid costs, or for restoring solvency to our struggling pension systems.

“Last year the Governor proposed approximately two billion dollars more in spending than our anticipated income. The legislature stopped that initiative. I’m confident that’s what will happen this year if he again proposes new spending. We have billions of dollars in both new and overdue bills that we need to pay and we absolutely cannot afford to spend more than we take in.

We also need to make sure that the Governor holds the line on salaries, and that we reject any proposal for more borrowing. Most of all, we need to hear from the Governor his specific proposals on Medicaid, retiree healthcare and pension reform.”
